Thirlwall Inquiry sets its final-report publication date: 15 September 2026

The Thirlwall Inquiry announces that Lady Justice Thirlwall's final report will be published on 15 September 2026 in Liverpool. The day begins with an opportunity for Inquiry participants to see the report in advance, under Rule 17 of the Inquiry Rules 2006, followed by the Chair's remarks at publication, streamed live on YouTube. The date resolves a sequence of slips: the report was first expected before March 2025, then in Autumn 2025, then in early 2026, and on 13 May 2026 the Inquiry said it would not publish until at least after Parliament's summer recess. The report examines the institutional response at the Countess of Chester; it is not a criminal appeal and cannot disturb the convictions.
